Symbol of question How can I get to the PSC?

  • From the Florida Capitol in Tallahassee, drive south on Monroe Street. Immediately past the Fairgrounds, turn left (east) onto Tram Road. Continue until you reach the traffic light at Capital Circle Southeast; when you reach it, turn left (north). At the next traffic light, turn right (east) onto Shumard Oak Boulevard.

  • From Interstate 10, take the U.S. Highway 90 exit (Exit 209) west toward downtown Tallahassee, then turn left (south) onto Capital Circle Northeast. Approximately three miles south of the U.S. Highway 27 (Apalachee Parkway) intersection, turn left (east) at the traffic light onto Shumard Oak Boulevard.

  • From Tallahassee Regional Airport, turn right onto Capital Circle Southwest. Continue for approximately eight miles, passing Springhill Road, Crawfordville Road, Woodville Highway and Tram Road. Turn right (east) onto Shumard Oak Boulevard.

  • Parking
    From Shumard Oak Boulevard, turn left on Esplanade Way. Turn right at 4075 Esplanade Way and park in front of the Betty Easley Conference Center. You may also continue past Esplanade Way, then turn left immediately after the Gerald L. Gunter Building (on the left) and park in the area behind the Gunter Building.

Symbol of question When and where are filings accepted?
Symbol of answer Filings by hand delivery are accepted during normal business hours at the Office of Commission Clerk, Room 110 of the Betty Easley Conference Center, 4075 Esplanade Way.

Filings can be sent by U.S. mail or courier service to: Florida Public Service Commission, Ann Cole, Commission Clerk, Office of Commission Clerk, 2540 Shumard Oak Blvd., Tallahassee FL 32399-0850.

Filings can be made electronically. Go to the PSC’s Website (www.floridapsc.com) for guidelines. Filings entering the PSC’s e-filings mailbox by 5:00 p.m. ET on a business day are stamped as filed that day. Filings sent to any PSC e-mail address other than filings@psc.state.fl.us will NOT be considered properly filed.

After-hours filings can be placed in a drop box located to the right of the front door of the Betty Easley Conference Center. The box is checked at the start of every business day. Any filings in the box are stamped as received the day they are taken from the box.

Symbol of answer Follow the written directions (see second question) to the Capital Circle Office Center, then turn left on Esplanade Way. The Clerk’s Office is located in the first building on the right - Room 110 of the Betty Easley Conference Center - at 4075 Esplanade Way. Limited visitor parking is available in front of the building. Symbol of question How can I get copies of PSC documents?

  • USE THE COPY REQUEST FORM

    On the PSC Website, click on “Dockets & Filings” then on “Copy Request Form”. Complete and submit the copy request form. You will be contacted shortly concerning your request. There may be a charge for copies.

  • CALL THE CLERK'S OFFICE

    (850) 413-6770. There may be a charge for copies.

  • COPIES OF ORDERS FROM THE WEBSITE

    Click on the “Dockets & Filings” tab, then on “Orders”. Orders issued from January 1, 1996, forward are on the Website. (Orders on the Internet may not include attachments. Contact the Clerk’s Office for complete copies, as well as for orders issued before 1996. There may be a charge for copies.)

  • COPIES OF DOCUMENTS FROM THE WEBSITE

    Click on the “Dockets & Filings” tab, then on “Dockets”. Enter the docket or document number or docket title. Most documents filed beginning in 2001 and after are available on the Internet in PDF format; some documents are also available in Word format. To view the PDF, you must have the Acrobat Reader plug-in installed. Document numbers in blue and underlined are available in Word format; those in red and underlined are available in PDF format.

  • LISTS OF REGULATED COMPANIES FROM THE WEBSITE

    Click on the “Utility Regulation” tab and then on the industry you are interested in.

  • COPIES OF RULES, CHAPTER 25, FAC, FROM THE WEBSITE

    Click on the Utility Regulation tab, then click on “PSC Rules”.

  • COPIES OF AGENDAS AND RECOMMENDATIONS FROM THE WEBSITE

    Click on the “Agendas & Hearings” tab, then on “Agendas of Commission Conferences”. Agendas and recommendations are available for viewing and printing in HTML and PDF formats.

  • COPIES OF INTERNAL AFFAIRS AGENDAS AND ATTACHMENTS FROM THE WEBSITE

    Click on “Agendas & Hearings”, then on “Internal Affairs Agendas”. The Internet document contains schedules and agendas only. For copies of attachments, complete and submit the “Copy Request Form” or contact the Clerk’s Office at (850) 413-6770. (There may be a charge for copies.)

  • COPIES OF UTILITY ANNUAL REPORTS

    Click on the “Utility Regulation” tab, “PSC Regulated Companies”, complete the choices, then click on “View”. For companies submitting annual reports, those filed from 2000 forward are available online.

Symbol of question How much does the PSC charge for copies?

  • Paper copies are five cents per page (single- or double-sided). Documents on diskette are $1.00 per diskette. Those on CD are $1.00 per CD. Audiotapes are $2.00 each. Videotapes are $5.00 each. There may be an additional “special service charge” if extensive time is spent in compiling material in response to a request for copies. See Chapter 119.07(4)(d), F.S.

  • If the total cost of the copies is less than $1.00, there is no charge. See Chapter 350.06(7),F.S.

  • Checks or money orders should be made out to the Florida Public Service Commission. The Commission does not accept credit cards. Payment must be received before the copies can be sent. Call the Clerk’s Office at (850) 413-6770 for more information.

  • Some documents are online in the Case Management System (CMS) in Word format and can be e-mailed to you; however, the document may not be complete and the formatting may differ from the official paper version which is retained in the official docket file. There may be an additional “special service charge” if extensive time is spent in compiling material in response to the request.

  • Most documents filed from the beginning of 2001 forward are online in PDF format and can be viewed and downloaded from the Commission’s Website free of charge.

Symbol of answer PSC agenda conferences, Commissioner-attended workshops, customer service meetings, and some staff workshops and meetings. Many recent audio events are also on the PSC’s Website. Click on “Agendas & Hearings”, “Audio and Video Coverage of Events”, “Archives of PSC Audio/Video Events”, and choose the event you wish to hear.

Symbol of answer “Public records,” as defined in Section 119.011(11), F.S., are “all documents, papers, letters, maps, books, tapes, photographs, films, sound recordings, data processing software, or other material, regardless of the physical form, characteristics, or means of transmission, made or received pursuant to law or ordinance or in connection with the transaction of official business by any agency.”

Symbol of answer While public records requests may be submitted orally, it is suggested you put your request in writing to ensure staff handles your request accurately. It should be directed to:

You may also use the “Copy Request Form” on the PSC Website or e-mail the Clerk’s Office at clerk@psc.state.fl.us.

Please see Section 119.07, F.S., and be as specific as possible regarding the documents you expect to obtain copies of. You may call the Clerk’s Office at (850) 413-6770 if you have any questions. You will be contacted by a PSC attorney for exact identification of what you have requested. The attorney will also provide an approximate date on which the material will be ready. You will be contacted again to arrange for payment and delivery or pickup of the material.

Symbol of question What is "CMS"?
Symbol of answer “CMS” is the PSC’s network Case Management System. It is made up mostly of information about dockets (cases) and includes docket numbers, docket titles, names of utilities involved in a particular docket, staff and Commissioner assignments in a docket, docket mailing lists, scheduled events in a docket (also available on a “CASR”), descriptions of the filings (“documents”) in a docket, and PDFs of most filings. Numerous reports can be generated from CMS. For an abbreviated version of CMS, visit the PSC’s Website and click on “Dockets & Filings”, then on "Dockets".

Symbol of question What is a "CASR"?
Symbol of answer A Case Assignment and Scheduling Record, or “CASR,” is a tentative docket schedule that is created and maintained in CMS and can be printed from CMS. Each CASR includes the docket number, docket title, utility name(s), staff and Commissioner assignments, and a tentative schedule of events for the docket. Because CASRs are internal documents that are intended primarily for use by staff in managing docket caseload and may be subject to frequent changes over the life of a docket, you should look to orders and notices for firm dates. To see a CASR in a docket on the Website, click on the “Dockets & Filings” tab. Next, click on “Dockets”. Enter the docket number, then click on “Events List”.

Symbol of question How can I have my name added to a mailing list?

  • DOCKET MAILING LISTS
    E-mail the Clerk’s Office at clerk@psc.state.fl.us, or fax the Clerk’s Office at (850) 413-7118. The written request should include your name, mailing address, fax number, e-mail address, and the docket you are interested in. You may also mail a written request to:

    You will be placed on that docket’s mailing list and can expect to receive copies of notices and most orders issued in the docket. See Rule 25-22.039, F.A.C., for guidance on intervening in a docket.

  • NOTICE LISTS
    E-mail the Clerk’s Office at clerk@psc.state.fl.us or fax to (850) 413-7118. Indicate the types of notices you wish to receive (workshops, hearings, or rulemaking) as well as the industry (electric, natural gas, telecommunications, or water and wastewater) you are interested in.

  • MOST PLEADINGS
    The original and 15 copies. If you are a party in a docket set for hearing, the order establishing procedure will set out specific copy requirements.

  • INTERCONNECTION AGREEMENTS
    The original and two (2) copies.

  • ANSWERS TO INTERROGATORIES AND REQUESTS FOR PRODUCTION OF DOCUMENTS
    File the original and one (1) copy of a NOTICE OF SERVICE with the Clerk’s Office. File the responses with the PSC attorney whose name and address is listed on the interrogatories or request for production of documents.

  • OTHER DOCUMENTS

  • For filings that will result in establishment of a new docket, visit the Website and click on “Dockets & Filings”, then on “Dockets”, click on the appropriate industry type; newest dockets are at the beginning of each category. Finally, click on “Document Filings Index” to track all documents relating to a particular docket.

  • E-mail the Clerk’s Office at clerk@psc.state.fl.us or call (850) 413-6770.

  • For established dockets, visit the Website listed above or call or e-mail the Clerk’s Office.

Symbol of question How can I find out the status of a docket?
Symbol of answer On the Internet, go to “Dockets & Filings”, then “Dockets”. After choosing a specific category and then a specific docket, click on “Events List.” (For dockets recently established, “Events List” may not be available until ten business days or more after the docket was opened.) For other questions, contact the Clerk’s Office or one of the staff persons assigned to the docket.

Symbol of question How can I find out if a hearing transcript is ready?
Symbol of answer If you prearranged during the hearing to purchase a copy, you will be contacted by personnel in the Division of the Commission Clerk and Administrative Services’ Office of Hearing Reporter Services as soon as the transcript is ready. If arrangements were not made, go to “Dockets & Filings” on the Website, then click on “Dockets”. After choosing a specific category and then a specific docket, click on “Document Filings Index.” If the transcript has been filed, it will be listed; you will also be able to view and print a complete version of the transcript from this location. To arrange to purchase a copy of the transcript, go to "Dockets & Filings", "Copies", click on "Transcript Order Form", and follow the instructions.

Symbol of answer Check the PSC’s Website at “Dockets & Filings”, “Dockets”. After entering a docket number, click on “Document Filings Index”. Review the index for the order in question.

Symbol of question How can I find out when and where a hearing is being held?
Symbol of answer On the PSC Website, click on “Agendas & Hearings”, then on “Schedule of Hearing Dates” for a listing of the hearings and other meetings scheduled for the next two weeks. You may also listen to certain live events on the Internet. If the hearing is set past the two weeks shown, contact the Clerk’s Office for information.

Symbol of answer An official company representative may e-mail the Clerk’s Office at clerk@psc.state.fl.us, fax a request to (850) 413-7118, or mail a request to the Clerk’s Office at 2540 Shumard Oak Boulevard, Tallahassee, FL 32399-0850. For a copy of the request form on the PSC’s Website, click on “Utility Regulation”, then click on either the Word or PDF version of the “Change of Company Information on Regulated Utility Form” and follow the instructions. If e-mailing a request for change, the e-mail should include all the information required in the online form.
