What is a Tariff? |

A statement in form by which a telecommunications company sets forth
the services offered by a company, and rates, terms and condition for the use of
those services. |

Who has to file a Tariff? |
 |
All Florida certified Incumbent Local Exchange Companies (ILECs),
Interexchange (long distance) Companies (IXCs) and Alternative Local Exchange Companies
(ALECs).
NOTE: ALECs, if providing basic service, file what we refer to as price lists
instead of tariffs. |

Why are Tariff's important? |
 |
To assist Commission staff in our mission to provide a regulatory
environment that facilitates the efficient provision of safe and reliable utility
services at fair prices. |

What types of tariffs are filed with the Commission? |
 |
There are several types of tariffs filed by ILECs based on services.
These are:
- General Service Tariffs;
- Private Line Services;

and Access Service Tariffs;
IXC's file a standard formatted "tariff" filing based on long distance services;
and ALECs file a standard formatted "price list" and on occasions may file an "access
service tariff" as well. |

Where to file tariff revisions? |
 |
Hand delivered tariff revision filings should be taken to the Gunter Building at 2540 Shumard Oak Boulevard (map). All other types of filings should be delivered to the Bureau of Records, in the Betty Easley Conference Center. |

Can a company change their rates without filing a tariff revision? |
 |
No, and according to Rule 25-24.485(1)(i):
"Companies shall charge only the rates contained in their tariff. If a company
desires to charge rates or charges at a lower level than is contained in an existing
tariff and wishes to charge those lower rates only temporarily and afterwards return
to the existing tariff level, it may, instead of filing two tariff revisions to
decrease and then later increase the rate, file a single tariff change reflecting
the conditions of the temporary tariff change. Such tariff provision shall include
the heading "Promotion," and shall state the specific tariff charges to be reduced,
the temporary level of charges, a description of the customers who would be eligible
for the decrease, the conditions under which customers would receive a decrease,
and the beginning and ending dates of the reduction." |

When does a tariff filing become effective? |

-For ILECs, please refer to Florida Statutes 364.051 and 364.163 for specified requirements,
which allows either 15 or 30 days.
-According to
IXC's, Rule 25-24.485(2) "(a) The initial tariff will become effective on the effective
date of the required Certificate of Public Convenience and Necessity, unless the
company requests a later effective date. (b) For all companies, changes to an existing
tariff will become effective on the day following the day it is filed with the Division
of Telecommunications unless the company requests a later effective date, or the
Commission suspends or denies the filing prior to the effective date."
-According to
ALEC's, Rule 25-24.825(3) "A price list revision must be physically received by the
Commission's Division of Telecommunications at least one day prior to its effective
date."

Does an ALEC have to file a price list? |
 |
Pursuant to to ALEC's, Rule 25-24.825
- "Prior to providing service, each company subject to these rules shall file
and maintain with the Commission a current price list which clearly sets forth the
following information for the provision of residential dial tone, single-line business
dial tone, and dial tone with any combination of the services included as part of
basic local telecommunications services, as defined in s. 364.02(2), F.S. If residential
dial tone, single-line business dial tone, or dial tone with any combination of
the services included as part of basic local telecommunications service is offered
on a package basis, the following information must be provided for each package:
- current prices,
- customer connection charges,
- billing and payment arrangements, and
- levels of service quality which the company holds itself out to provide for
each service.
- "At the company's
option, price list information in paragraph (1) above and other information concerning
the terms and conditions of service may be filed for services other than basic local
telecommunication services."
